I started an account and tried to advertise with very specific keywords and well-written and well targeted text ads and I was constantly given low quality scores for keyword relevance. My landing page score is fine, but no matter how I tweak my ad text or keywords, I NEVER get a quality score higher than 3/10. Conveniently, Google keeps telling me that my bid prices is below the first page bid (to try to get me to pay more money per click), even though there are NO other ads showing for those keywords. The keywords have high search rates in Google Insights, but Adwords is negatively penalizing me with high cost per click bids just because they can. Adwords is the biggest game in town, and they take advantage of smaller advertisers and new companies with unfair QS rankings and artificially high cost per click prices.
